BYLAWS OF THE SOCIETY OF ANATOMY AND CLINICAL ANATOMY
The
foundation of the Society of Anatomy and Clinical Anatomy is
accepted by the Governorship of Ankara inscription code no.
06-39-061 and dated 8.10.1991.
NAME AND HEADQUARTERS
Article 1
–
The name of the society is "Society of Anatomy and Clinical
Anatomy". The headquarters of the Society is located in ANKARA. The
Society has no branch.
OBJECTIVES
Article 2 –
The Society is founded for science and solidarity. In general means,
the Society helps to the development of science of Anatomy
(Macroscopic and Microscopic Anatomy, and Embryology), and improves
scientific collaboration and relationship between other departments
of sciences. It provides unity and solidarity among members,
protects and seeks remedy for their rights.
Article 3 –
Purposes of the Society:
A.
To carry out scientific
research in the departments of Anatomy, Histology and Embryology,
and to publish every kinds of scientific developments and
discoveries for announcing them to its members. For this purpose, to
seek for issuing possibilities of publications such as books,
journals, bulletins and etc;
B.
To organize congresses,
conferences, seminars, panels and forums;
C.
To support researches that
shall be carried out in relevant fields in order to provide
scientific development, to launch research funds and to adjudge
prizes to successful scientists.
D.
To collaborate with other
institutions and associations that deal with health and Anatomy
issues; and to convey innovations of the departments of Anatomy,
Histology and Embryology to the world of science and field of
application. To support education and training in these departments
to become contemporary in Turkey;
E.
To organize balls, concerts,
cocktail receptions, entertainments, tours and similar activities in
order to increase social development and solidarity among its
members;
F.
To take actions by relevant
authorities in connection with above mentioned objectives.

SOCIETY MEMBERSHIP
Article 5 –
The ones, who comply with the conditions of the Law of Associations,
work in the departments of Anatomy, Histology and Embryology and who
are related to other disciplines by carrying out researches in these
departments, can be members of the Society. There are 4 kinds of
membership for the Society of Anatomy and Clinical Anatomy.

Regular member,

Complimentary member,

Honorary member.
A.
Founding member: These are the members who contribute to the
foundation of the Society.
B. Regular member: The members,
who work in these disciplines, can be the Regular Member of the
Society, excluding founding members (the ones who has completed at
least graduate studies or who has started specialist training
(doctoral education) and who has granted
specialist or academic doctor title).
Requirements to become a Regular Member:
1-
To submit a letter that is
written by two regular members for presentation and recommendation;
2-
To submit
a signed application or application form for membership, including
the statement of compliance to the objectives of the Society;
3-
To be
accepted as a member by the Board of Directors of the Society.
C.
Complimentary member: When regular members who are retired
from their academic positions do not wish to remain as a regular
member, they are directly deemed to be complimentary member after 6
months.
D.
Honorary member: These members are elected as Honorary Member
by the recommendation of at least two members of the General
Assembly, who have significant contributions to the science and
education of Anatomy, and by the decision of the Board of Directors.
Concepts associated with
membership:
A.
Honorary Chairman: The members who have significant
contributions to the Society of Anatomy and Clinical Anatomy, to the
Science and Education of Anatomy may be elected as the Honorary
Chairman among regular, complimentary and honorary members by the
offer of at least two members of the General Assembly and by the
decision of the Board of Directors.
Complimentary and Honorary members may be invited to the General
Assembly for consultancy. However, they could not vote or be
elected.
B.
Member of the Ethics Board;
-
Ethics Board is composed of 3 regular and 3 alternate members
who are elected by the Board of Directors of the Society of
Anatomy and Clinical Anatomy.
-
In order to be elected as a member of the Ethics Board, the
followings are required: (i) to complete 15 years in Academic
Career in the Department of Anatomy; (ii) not to have
any punishments or sentential punishments imposed by the
academic institution or a professional organization in
connection with his/her works or by judicial bodies due to
infamous crimes; and
(iii) to be
a regular member of the Society of Anatomy and Clinical Anatomy.

Term of office of the members of the Ethics Board is 2 years as
to be limited by the period for which the member is elected. In
the next period, they may be elected once more by the suggestion
of the Board of Directors.
-
1 chairman, 1 deputy chairman and a reporter starts to work in
the first meeting of the Ethics Board by election.
-
The Ethics Board meets annually at least for once and also when
it is found to be necessary by the calls of the Chairman of the
Society of Anatomy and Clinical Anatomy. Absolute majority is
necessary for the beginning of the meeting. The Board makes
decisions by majority.
-
The membership of a board member, who does not attend to two
consecutive meetings of the Board without notification of any
excuses, shall be terminated. Once the Chairman of the Society
is informed about the situation by the Chairman of the Board,
alternate members are called for assignment in membership by the
order of votes that they have received.
Duties of
the Ethics Board:
-
To evaluate issues and practices in connection with the Science
of Anatomy from an ethical point of view and to submit a report
to the Board of Directors;
-
To make suggestions to the Board of Directors of the Society for
honoring our colleagues who have shown exemplary behaviors in
their lives and professional practices;
-
To draw up a report in the light of information and documents
for taking actions by the persons concerned against problems,
unfair accusations and sanctions of which members encounter in
professional practices, and to submit the report to the Board of
Directors of the Society;
-
To make necessary investigations for our colleagues who are
accused by non-ethical behaviors, to adjudicate by completing
relevant procedure by guidance of the Regulation for
Investigation and Jurisdiction of the Higher Education Council;
-
To recommend one of the punishments, respectively “warning,
censures, sine die-absolute exclusion from society
membership”, in the case that the decision is made for
punishment.
-
To draw up an “Ethics Board Report” by investigating
complaints about publication ethics, thus to take recommendation
decisions whether the Society shall or shall not impose a
penalty to the person who is subject to the complaint and to
announce these decisions to the persons concerned.
C.
Member of the Honorary (Advisory) Board of the Society: The
Chairman of the Board of Directors of the Society become natural
member of Honorary (Advisory) Board of the Society after his/her
duty ends. The Board of Directors may take advices from the Advisory
Board, if necessary. The Advisory Board may also deliver opinion,
make suggestions to the Board of Directors, if necessary; however,
the decisions of the Board of Directors are fully independent.

Member of the Qualifications Board of the Society:
Article 1–
Definition
The
Qualifications Board of National Society of Anatomy and Clinical
Anatomy is a subsidiary body of the Society of Anatomy and
Clinical Anatomy, which works autonomously in accordance with below
mentioned objectives.
Article 2–
Objectives
Main
objectives of the Qualifications Board of National Society of
Anatomy and Clinical Anatomy are as in the followings:
To
establish, protect and develop the standards for postgraduate
education of Anatomy; to provide quality inspection; to create and
establish the conditions of a standard examination on national scale
after postgraduate education; to issue compliance certificate for
relevant discipline; to promote, encourage and supervise
participation in educational activities after graduation. However,
it does not aim to determine and audit the work principles of
relevant discipline.
Article 3–
Address
The
address of National Society of Anatomy and Clinical Anatomy is
determined to be the address of the Society of Anatomy and Clinical
Anatomy.
BOARDS
AND COMMISSIONS
Article 4–
Structure of the Board
The
Qualifications Board of National Society of Anatomy and Clinical
Anatomy are composed of the following bodies:

4.1–
General Assembly
Everybody
who is the member of the Society of Anatomy and Clinical Anatomy is
natural member of the General Assembly.
4.1.1–
Duties
The
General Assembly of Qualifications of National Society of Anatomy
and Clinical Anatomy meets during national congresses, and it is the
main decision-making body of the Qualifications Board. Main
responsibility of the General Assembly is to elect, acquit, suggest
and take necessary decisions for the Executive Board for 4 years.
During General assembly without election, the Executive Board
discusses and makes necessary suggestions on interim report.
Once the
Directive enters into force, the Compliance Certificate is issued to
the persons who have Specialization Certificate or Diploma of
Doctoral Degree and pass the Board Certification Examination.
4.2–
Executive Board
It is the
board of which seven members are elected by General Assembly of
National Qualifications. The Executive Board is composed of 9
regular and 9 alternate members (provided that the condition among
the members of the society working at least for 10 years in an
academic position should be observed). There are two
representatives, who are elected by the Board of Directors of the
Society of Anatomy and Clinical Anatomy, as members besides seven
members who are elected by General Assembly of National
Qualifications. The alternate members are elected by the
Qualifications Executive Board for once at the foundation stage, and
later they are elected by candidate indication of the Qualifications
Executive Board together with the elections of the Executive Board.
The
Executive Board selects one chairman, two deputy chairmen, one
secretary and a reporter among its members. The Executive Board is
elected for 4 years. The members, whose titles are changed within
term of office of the Board, continue to work. The members of the
Executive Board cannot serve more than two periods. Persons who
shall work in this board should be working in academic positions in
Educational Institutions (The ones who have granted the titles of
Professor, Associate Professor or Assistant Professor in Schools of
Medicine which have the Department of Anatomy). The Executive Board
is responsible to the Board of Directors of the Society.
4.2.1–
Duties
To ensure
and monitor works of the Qualifications Boards and Commissions of
National Society of Anatomy and Clinical Anatomy; to regulate
functions of Qualifications; to determine examination dates and fees
of the Board Certification Examination and to announce these at the
beginning of the year; to approve examination lists; to announce
examination dates and to approve documents; to gather together the
General Assembly of Qualifications and to submit Work Report; to
evaluate the recommendations of the General Assembly; to evaluate
and deal with the reports of the education commissions.
4.3–
Auditing and Advisory Board of Qualifications
The Board
is elected by Qualifications Executive Board among members, who have
academic careers at least for 10 years in educational institutions,
as 3 regular and 3 alternate members (at least 1 member should be
professor). The election of the members of the Auditing Board of
Qualifications is carried out on a date which is found to be
appropriate by the Qualifications Executive Board. The date of
election is preferred to be within the first month of the period
when Qualifications Executive Board starts to work. These members
can be elected once in every two years for maximum 2 periods.
4.3.1–
Duties
The
Auditing and Advisory Board of Qualifications audits works and
decisions of the Executive Board at least once in a year and reports
on divisive issues, which are foreseen by the Executive Board, when
necessary. This Board draws up an interim report for the first two
years and a final report at the end of the period. The report is
submitted to the General Assembly.
4.4–
Commission for Evaluating Education
The
Commission is composed of 7 members who are to be elected by the
Executive Board amongst “active lecturer” personnel (at least 3
members should be professors). These members should have granted the
titles of Professor, Associate Professor or Assistant Professor in
Schools of Medicine which have the Department of Anatomy. These
members can be elected once in every two years for maximum 2
periods. The members of the Commission select one chairman and one
secretary amongst them. The Commission submits the report to the
Executive Board, which is drawn up by Board meeting at least once in
a year or by the call of the Executive Board.
4.4.1–
Duties
To
determine educational curriculum and to make suggestions to the
Executive Board; to audit Educational Institutions and Education
Programs once in two years and to submit a report to the Executive
Board; to carry out activities for training educational personnel
and to make suggestions; to determine standards for Educational
Institutions and to make suggestions to the Executive Board; to
prepare implementation book and to make suggestions about its
implementation.
4.5–
Examination Commission
The
Commission is composed of 5 members who are to be elected by the
Executive Board amongst members who have granted the titles of
Professor and Associate Professor in Schools of Medicine which have
the Department of Anatomy (at least 2 members should be professors).
These members are elected for 4 years. The members of the Commission
select one chairman and one secretary amongst them. The members of
the Examination Commission should have academic careers at least for
5 years in as lecturer personnel. Commission submits a report, which
includes annual evaluations, to the Executive Board by meeting at
least 4 times in a year.
4.5.1–
Duties
This
Commission evaluates the applications of the candidates who apply
for the Board Certification Examination and provides admission to
the examination for the ones who are found to be Qualifications;
ensures that the Board Certification Examination is prepared;
provides scientific control of the content of written knowledge
evaluation Board Certification Examination; determines oral/ skill
evaluation Examination Juries*; evaluates the results of the
Examination and informs the Executive Board; provides in-education
examinations to prepared and carried out; evaluates in-education
examinations and informs necessary commissions and institutions;
determines Sub-Commissions in connection with preparation of the
Examinations.
* In
order to be in Examination Juries, it is mandatory to work in
Schools of Medicine which have the Department of Anatomy for at
least 5 years as professor.
POSTGRADUATE FIELD AND EDUCATION
4.6–
Postgraduate Field
It covers
all sub-fields within the field of Anatomy.
4.7–
Postgraduate Education
The
period of education, rotations and their periods are determined by
the Charter on Training of Medical Specialists and the Regulation of
Postgraduate Training and Education of Higher Education Council.
CERTIFICATION OF EDUCATION
4.8–
General Principals and Criteria
“Certificate of Education” should be issued to the ones who complete
legal period in educational institutions which are entitled to
educate in the Department of Anatomy. The period in education should
last at least the period which is determined in the Charter on
Training of Medical Specialists and the Regulation of Postgraduate
Training and Education of Higher Education Council. Furthermore,
submits lists of procedures and attempts and implementation books to
the examination commission for determining that they have received
adequate practice training during training of medical specialists or
doctoral students at the date of application.
4.9–
Certification of Education
The
followings are required for participating in the examinations which
are defined in Article 4.9.2:
To
document doctoral or specialist diploma in relevant department;
It is
mandatory to document “minimum implementation list” by Postgraduate
Implementation Book (Assistant Record).
These
documents are examined by the examination commission and the ones
who are found to be acceptable to grant the right to take the
examination.
EXAMINATION
4.9.1–
General Information
The
conditions, stages and schedule of the examination are determined by
the examination commission after examinations are determined and
individuals, who are acceptable to be admitted to the examination
according to the criteria of the examination, are defined. At the
beginning of each year, schedule of the examination is announced by
the approval of the Executive Board. Examinations are held at least
once in a year. The pre-condition is to be granted the Board
Certificate at least one of the relevant main branches, in order to
be granted the Board Certificate in lateral branches stated in the
Bylaws on Training of Medical Specialists.
4.9.2–
Board Certification Examination
It is
necessary to have certificate of education and to complement
necessary documents for taking the Board Certification Examination.
The Board Certification Examination is held in two stages; written
examination for knowledge evaluation and skill evaluation
examination.
The First
Stage (Written Examination for Knowledge Evaluation): This knowledge
evaluation examination is held once in a year. The ones who complete
their education period should take and pass the examination within 5
years. There are two more examination opportunities for the ones who
cannot pass the examination. However, it is required to have
additional works running for three months in an educational
institution or to have at least 50 credits (of which at least 30
credits should be received in activities of the field of Anatomy)
within last two years in activities which are credited by TTB-STE
Council (Turkish Medical Association Permanent Medical Training
Council) or by international organizations, in order to take these
additional examinations. The ones who pass the examination are
entitled to take oral examination which is the second stage. The
scope and method of the examination is determined by the Examination
Commission. The results of the examination are notified to the
person who has taken the examination and to the educational
institution.
The
Second Stage (Skill Evaluation Examination): This examination is
held as oral and/ or applied at least once in a year in order to
evaluate laboratory skills of the person for practice. The ones who
pass the written examination are entitled to participate in this
examination. The examination is held by a Jury who shall examine
specialization skills in relevant field on the basis of
“troubleshooting” and Qualifications. The ones who pass the written
examination should pass the oral examination within 5 years. There
are two more examination opportunities for the ones who cannot pass
the examination. However, it is required to have additional works
running for three months in an educational institution or to have at
least 50 credits (of which at least 30 credits should be received in
activities of the field of Anatomy) within last two years in
activities which are credited by TTB-STE Council (Turkish Medical
Association Permanent Medical Training Council) or by international
organizations, in order to take these additional examinations.
4.10–
Certification of Qualifications
“Board
Certificate” is issued as the result of examination. This
certificate is valid for 10 years; the person should retake
certificate examination after 10 years.
4.11–
Re-certification
The ones
who pass Board Certification Examination should retake certificate
examination after 10 years. It is required to attend to educational
activities after graduation in relevant field which are credited by
TTB-STE Council (Turkish Medical Association Permanent Medical
Training Council) and to have at least 200 STE (Permanent Medical
Training) credits, in 10 years in order to take this examination.
100 credits should be received at the last 5 years. Recertification
examination is held twice a year as Oral Examination on the basis of
practice and new developments. The ones can only take this
examination for 4 times. The ones who cannot pass this examination
should have works running for three months as observer in an
educational institution within two years or to have 60 TTB-STE
(Turkish Medical Association Permanent Medical Training) credits
within two years. The ones who fulfill this condition are entitled
to take the examination for two more times.
SPECIAL
SITUATIONS
5.1
The ones who work in the School of Medicine as professor, associate
professor, assistant professor, university lecturer, specialist or
doctor of sciences at the date this Directive enters into force are
entitled to have Board Certificate without taking any examination.
5.2
This Directive enters into force as of its acceptance by the General
Assembly of the Society of Anatomy and Clinical Anatomy. If the
ones, who have completed their Specialization or Doctoral education
in a foreign country, can document that the diploma which is granted
in that country is accepted to be equivalent by Turkish competent
authorities and they fulfill the conditions to take the Board
Certification Examination, they may take the Board Certification
Examination. The conditions and rules for these people should be
same as the ones who receive training for specialization and
doctoral education. In the case that Turkey is accepted as principal
member of UEMS and accepted to the examination in relevant field,
UEMS Board Certificate shall be deemed to be equivalent to the
certification of Turkish Anatomy Qualifications.
5.3
The board certificate is null and void in the case that the person
who holds the certificate is forbidden from the profession.
5.4
The first board certification examination shall be held within four
years from the beginning of effective date of this Directive.
5.5
In the cases that aren’t specified in this Directive or in flagrant
contradictions, decision-making body is the General Assembly.
5.6
Postgraduate Education Implementation Book is not required within 5
years from the beginning of effective date of this Directive.
5.7
Disciplinary Regulations of the Society of Anatomy and Clinical
Anatomy are applied to the ones who cannot perform their duties
assigned by the Boards.
Article 6 –
Resignation and dismissal of members:
By
written resignation and notifying the Board of Directors, each
member has the right to resign from the Society, provided that the
resignation is declared before 6 months. Name of the member who
resigns is excluded from members’ registry. Membership fee of the
current year is paid by the member.
The
members who resign from membership cannot be initiated again until
one ordinary board meeting passes off.
If the
member, who haven’t paid membership fee for two consecutive years,
do not pay membership fee within additional period, the member shall
be dismissed from membership.
The
members, who behave contrary to the objectives of the Society, may
be dismissed from membership by the decision of the Board of
Directors after an inquiry. These may raise an objection against
dismissal of membership within one (1) month. The final decision for
objection is made by the General Assembly.
Article 7 –
The Board of Directors makes a decision for membership applications
in one (1) month at the latest. Applicant is informed about the
decision in one (1) month.
Article 8 –
Founding and regular members pay 1 YTL as admission fee, and 25 YTL
as annual membership fee. Annual membership fees may be amended by
the decision of the General Assembly within the limits of the Law of
Associations. The membership is not deemed to be valid unless the
membership fee of the first year is paid together with the admission
fee.
Complimentary members may pay membership fee, if they wish.
BODIES OF THE SOCIETY AND THEIR DUTIES

Article 10 –
The General Assembly meets at the date, place and hour
which are determined upon the call of Board of Directors on October
once in two years.
General
Assembly is extraordinarily held in the cases that the Board of
Directors considers the meeting to be necessary or upon written
demand of one fifth of the members of the Society or the auditing
board.
Ordinary
and Extraordinary General Assembly meetings may be held outside of
the provinces and counties in which the Headquarters of the Society
is located in accordance with the Law of Associations. Absolute
majority is necessary at the first ordinary and extraordinary
meetings. If required quorum is not constituted, the second meeting
will be held within one month and at least after one week. Absolute
majority is not required at the second meeting. However, number of
members at the second meeting cannot be less than twice of the total
sum of the members of the Board of Directors and Auditing Board of
the Society. The decisions of the meeting are made via absolute
majority of the participants. The members, who participate in
General Assembly, enter into the meeting place by signing across
their names in the list which is compiled by the Board of Directors.
In General Assembly, the decisions are made by open vote unless
otherwise determined.
One chairman and two
secretaries are selected at the beginning of the meeting to manage
the General Assembly.
Article 11 –
Duties of the General Assembly;
A.
To discuss and determine
reports of the Board of Directors and the Auditing Board;
B.
To discuss, exactly accept
or amend budgetary draft for the next period;
C.
To amend charter and to
constitute directives;
D.
To select the members of the
Board of Directors and the Auditing Board;
E.
To discuss and determine
issues which are brought to the General Assembly;
F.
To display international
activities for the Society, to participate in or to resign from
membership of associations or organizations located abroad;
G.
To perform other duties
which are specified in the Law of Associations.
Article 12 –
The Board of Directors is composed of seven regular
and seven alternate members. It is selected by secret vote of
General Assembly.
The
principal members of the Board of Directors are met under the
chairmanship of the oldest member within five (5) days at the
latest. They select chairman, deputy chairman, secretary general and
accountant member by secret vote.
The
regular and alternate members who are elected for the Board of
Directors and the Auditing Board are notified to the highest
authority of public administration by the Chairman of the Board of
Directors according to the provisions of the Law of Associations
within seven (7) days following the election by the General
Assembly. Upon the call of the chairman or the deputy chairman of
the Board of Directors, the Board of Directors meets at least once
in six months.
In the
meetings of the Board of Directors, decisions are made by majority.
The membership of a member who does not attend to five consecutive
meetings of the Board of Directors shall be terminated per se.
One of the alternate members is called, instead of the member who
resigned or whose membership is terminated per se, by the
order of votes that they have received.
Article 13 –
The duties of the Board of Directors:
A.
To represent the Society.
The chairman is responsible for this duty on behalf of the Board of
Directors. In the cases that the chairman is not present, deputy
chairman or another member of Board of Directors who is entitled to
represent the company undertakes the duty of representation;
B.
To carry out operations in
connection with income and expenditure accounts of the Society and
to submit the budget of the next term to the General Assembly;
C.
To carry out other works
assigned by the Law of Associations and the Charter of the Society.
Article 14 –
The Auditing Board is composed of three regular and
three alternate members. The Board is elected by the General
Assembly. The regular members of the Auditing Board select the
Chairman amongst them.
The
Auditing Board audits all accounts and properties of the Society.
The Auditing Board audits once in six months at the latest. The
Auditing Board submits the results of the audit as a report to the
Board of Directors and the General Assembly.
INCOMES AND EXPENDITURES
Article 15 –
Incomes of the Society

Article 16 –
Expenditures of the Society is the expenses for activities and
awarded prizes.

CHARTER AMENDMENT AND TERMINATION
Article 18 –
The charter amendments are made by the General Assembly. It is
necessary to have at least two-third votes of the number of members
who participate in the General Assembly.
Article 19 –
For termination of the Society, it is necessary that at least
two-third of the members, who are entitled to participate in the
General Assembly, are present.
If majority is not provided
in the first meeting, the members are invited for the second
meeting. However, number of members at the second meeting cannot be
less than twice of the total sum of the members of the Board of
Directors and Auditing Board of the Society. The decision of
termination is made by two-third of the members who are present in
the meeting.
After termination, cash and properties of the Society may be
transferred to one of the scientific associations which are
determined by the General Assembly and display similar activities.
Article 20 –
Relevant provisions and regulations of the Law of Associations are
applied to the issues which are not clearly stated in the Charter of
the Society.
TEMPORARY ARTICLE
Article 1 –
The founding
members, whose names are written below by founders, form temporary
board of directors until the first General Assembly as to carry out
works of the Society.
